If you're using Team Foundation Server, you will need to open Visual Studio however if you want to use IDE other than Visual Studio (for me I'm using Rider to do some Xamarin works), why do you still need to open Visual Studio? The TF GUI Tool is for this purpose.
Basically, it executes with the command line, GET, CHECKIN, CHECKOUT, it can do just as same as Visual Studio can do. Also, it can diff and see diff results with your favorite text editor. (I use Vim.)
